The author is Joint Secretary in the Ministry of Finance, Government of India. He has held the post of Director General (Safeguards) from its inception in 1997 till 2002.

He was Director in the Ministry of Commerce in the mid 90s in the Uruguay Round period. He was associated with negotiations on the Anti-dumping, SCM and Safeguards Agreements, and the consequent Indian law. He belongs to the Indian Customs and Central Excise Service.
